A license is required for the importation of steel into the States, but it is not a license like a business license, in that you acquire it for a certain span of time, such as a year. You must acquire one for every shipment you plan to import, depending upon the value of the shipment. There are several things you will need to know for this, I hope this helps you on your way.

      • All importers, importing agents, or brokers can apply for a license. Any business that is importing steel mill products covered under the licensing program is required to obtain a license.

      • You will need to first register with SIMA- Steel Import Monitoring and Analysis system. The website you will need to access is DOC - ITA Steel Licensing System.

      • Once you have created and logged on to your new account, you will need to select “New License” from the home page menu. There is a tutorial available to help you fill out the form, and as an additional measure, there is also a help button on the form itself, should you require further assistance.

      • Once you are registered, you must fill out the license prior to filling out the CF-750 1- (your Customs import summary documentation). You will need the license number in order to fill your Customs entry documentation.

      • Your license can be filed 60 days before the expected date of your shipment’s entry into the States. It will be valid for 75 days.

      • A bonus in this is there is no application fee.

      • You can have up to 10 products on one license, if the information is the same for all the products. By information, I mean the importer, exporter, manufacturer, country of origin and exportation.

      • If you have more than 10 products in your shipment, you will require additional licenses.

      • Make certain that the person who is named on the license knows all the information pertinent to the shipment, because Customs will occasionally have questions about the license.

There is no wait. The Customs Department website will generate a number as soon as you finish submitting the information. Your number will be sent to you via e-mail. If they find an error or require some other information, the department will contact you.

You said that it depends on the value of the shipment. What kind of value are we talking about here?

It is what the Customs Department calls an informal entry. Informal entries are not required to have a license. The value on such an entry is generally two thousand dollars, but sometimes it is less. If you are in doubt about a shipment, you should contact your Customs import specialist. In addition, the SIMA website has a list of products that require a steel importing license.

You can access the list here- http://ia.ita.doc.gov/steel/license/SMP_byHTS-010110.pdf

Yes, products entering an FTZ, or foreign trade zone, do require a license but you will not need to obtain an additional license to ship your goods from the FTZ into the United States. The licenses obtained for entry to the FTZ also do not expire.
